switch vignettes to rstan #64

Once rstan 2.26 hits CRAN, we can switch all vignettes to rstan and build the package without cmdstan. This will be fully CRAN compliant.

just remembered we wrap stan fitting in eval = FALSE in the vignettes, which lets us use cmdstanr while remaining CRAN compliant. Yay!
