You might try the http://www.riaa.com/ They track album sales each year, and are actually the people who give out the "gold" and "platinum" albums when sales reach certain thresholds.
So sad Billboard closed its API!!

I spent a million years just now searching for alternative data sources, and it seems like unless you have a few hundred thousand dollars to give Nielsen SoundScan it's going to be tough! The guoguo12
one you linked is a scraper that acts like an official API that can at least get you top 100, so I guess it depends on what you'd like to use as your measure of popularity.

I like the idea of this project, and I'm excited to see what you find out. It sounds like the biggest challenge is the data, so far. Maybe you could use data from Spotify's API or maybe this one? http://research.google.com/bigpicture/music/#s%3Atupac
Even though there isn't really historical data for TuPac's popularity, it could still be interesting to manually plot appearances on billboard top 100 (before his death), and then compare it his popularity today.
I am pivoting to Michael Jackson because he is one of the most popular/ highest earning artists that is no longer alive and data regarding earnings throughout his career is more complete and legitimate.
