Update build section of readme #1441

The README still has xml2rfc instructions. These need to be updated to reflect the new markdown build process.

I already did update the README for the new markdown build process. There's also a section about IETF builds because we still have two documents that use that build process: Use Cases and Relative JSON Pointer.
