When scrolling to the top or bottom of the page the scroll bar will lock, in which the user will not be able to scroll up or down for a few secconds until it unlocks.

Apparently overflow-x: hidden can be the cause for this issue. I tested the scrolling seems find for now will close if issue reoccurs, then this issue will be reopened.

Layout components such as the background images, and footer were blocking the ability for the user to scroll.
The fix was to adjust z-indexes and ensure that components were properly wrapped around the correct css classes.
