Currently the JSPM resolution rules are specified in a google docs: https://docs.google.com/document/d/10SuVDUYTib8gkI8eeRyXZDY-j4zKR5Nd4bS9WcOy2Hw/edit#

We should move it to a markdown in this repo rather.
