Adds initial tailwind config

The general plan is to add tailwind and make everything look like the framer designs. TBD

This PR

• adds a working initialization of tailwind with Daisy UI, a Tailwind plugin.
  • Using Daisy UI allows us to more quickly get out the box styles.
    • See this commit for easy reference to how easy theming can be with css classes.
• This pull request implements browser-sync to get live reloading in development.

The reason for tailwind is if we stick to "no custom css" with tailwind, we can quickly change themes, maintain, and update the site.
