As #161 this PR fixes the download of packages of self signed registries. #161 fixed only the lookup of packages.

Thanks, I'll post this out in the coming release.

Let me know if it would be possible to make the same PR to jspm 0.17 while you are about it.

Sure. I've tested my PRs #161, #163, and #162 in the 0.17 branch via cherry-pick without merging and testing errors.

Should I open another PR with these PRs into the 0.17 branch (after #164)?
