Check Maven version and plugin versions and use recent versions #383

The readme says:

Building uses Maven in all modules. Maven 2.2.1 - 3.1.1 have been tested. TODO:

check and specify a recent Maven vesion check that all module versions are fixed, so the build is stable

The maven release history says (https://maven.apache.org/docs/history.html):

2017-04-07 3.5.0 2017-03-24 3.5.0-beta-1 2017-02-28 3.5.0-alpha-1 2015-11-14 3.3.9 I would suggest that we build on the mature 3.3.9.
