board draws excessive USB power when battery is 2.8V #31

To reproduce:

  1. Apply 2.8V to the battery input
  2. Connect the USB cable to a computer

The LCD on the board will flicker indicating unstable power (sometimes this will cause the computer to reboot). This does not occur with all computers.
