Improve behaviour when `STOP_IF_NO_JSS_UPLOAD` is set to neither `True` or `False` #182

The logic of STOP_IF_NO_JSS_UPLOAD fails to account for somebody assigning a value other than True or False. This doesn't have a major effect, but means the verbose output indicating that the process will continue because True was not set will not be shown.
