1) Implement a step between a successful login and displaying the target page (already done, I believe)
2) Implement an area in setup to configure that MOTD / terms of use content (also done, I believe)
3) Allow said MOTD/terms to be made mandatory
4) Allow Cerb to (optionally) remember per-worker status on having viewed/accepted that page
