Add and maintain manifest for Scoop installer #20

Scoop is the Windows command-line installer. Could you please add and maintain manifest file for npiperelay in the Scoop Extras repository? Thank you.

Here's the manifest json required for Scoop/Shovel. Save it to a file called npiperelay.json then run:
scoop install npiperelay.json
