Giving API Permissions hint in ExchangeOAuth2.md #1735

After one day of struggling with auth problems, the problem was the missing API Permissions. This small, but important hint may save other devs a lot of research time.

I think it's worth linking to those resources, but I'm not sure that's the best way.

I ended up restructuring the docs a bit and adding this link.
