Change definition: Make sure organization applies data science/uses data #28

Example: Amnesty Tech is this really a data4good organization?

Maybe we should add a condition to the definition that the organization must have a clear focus on data science or must have deployed data people in the past. This distinguishes data4good from tech4good organizations
