We assume there will be the following regimes wrt to parameters:

Weak beta where institutions are useless
Stronger beta, which means there is a pandemic but that the institutions can keep under control (transient dynamic)
Pandemic is strong enough to be endemic, but institutions are able to deal with it (flattened the wave)
Pandemic is so strong that institutions are next to useless.

We need to:

[x] Analyze the model to see if we find it.
[x] Add parameters if needed.
[ ] Finish the plot for the abstract

We did not add parameters per se, but we split $\rho$ into 2 parameters.
