Link Github actions with pytest w/data download #22

Use - github actions yaml from nih2mne code for data pull

This is complicated by the need to have freesurfer install. Will need to use neurodocker to build a freesurfer container with mne/mne_bids.... and then import that into github actions

This is currently being run locally on a nightly testing schedule - full install and testing, with a results email.
