Update for 2017-18 season, add VGK expansion team #11

I don't exactly understand if this the place to generate a new season of data, but thought I'd give it a shot.

Hey, @sokabayashi! seeds.rb is for creating a database from scratch. I'll have to add the new team and season in the production database. Thanks for the reminder that I need to update the site for the new season though!
