The changes:

CarouselView is used internally to transition between tabs, scroll to a specific element, etc.
Added effects to add visual feedback like Ripple, etc.
It is allowed to use the TabStrip without the need for content (Segmented Control).
Can have tabs without content.
Added more possibilities to the Badge (BorderColor, etc).
Fix known issues.

Works on Android, iOS and UWP.

On the other hand, the following functionality is (temporarily) removed:

The possibility of Loop or cyclic tabs (until use Xamarin.Forms 5.0).
Be able to use Xamarin.Forms animations to create custom transitions between tabs.
