Resolves issue #47

Disabling macOS 11 until it is out of preview. The first attempt sat in queue for quite a while (30 minutes?) before canceling without any indication as to why. I'll monitor https://github.com/actions/virtual-environments/issues/1814 to learn when 11 can be re-enabled.
