[FEATURE] health: include a statement about memcached

index.php?route=health/health should state, whether memcached is configured properly:

• enabled/disabled in configuration
• if PHP extensions is installed
• can connect
• can put/obtain useful data

This should be just an Everything OK or a single hint.
