Add support for Rails 4 #3

Please release a new gem with support for Rails 4.

Nothing changed but the dependency string.

@rosenfeld, thanks for the pull request. I didn't merge it in as I'm hesitant to match anything above Rails 3.1; can't guarantee this would work w/ Rails 5, or even Rails 4.1 for example. So, I committed something slightly different.
