NoSquint is a Firefox add-on that allows you to adjust the text-only and full-page zoom levels as well as color settings both globally (for all sites) and per site.
I know from my previous tech experience that my posting won't be helpful since I cannot find a pattern to the issue (yet). I just installed NoSquint yesterday so I may have some learning to do too. For now, at times I will go to a website I have previously saved setting for and the page will be displayed then suddenly change size. Sometimes it reverts to my default of 150% and sometimes it just seems to "jump" a notch smaller than I had set.
I am using FF 43.0.4 on an iMac running OS X 10.11.4 beta. I have removed or disabled all other extensions which would affect the displaying of pages. I do have 30+ other extensions but they have played well together for a long time.
