Add zh-TW locale #2

I have translated NoSquint from en-US to zh-TW. Can it be included in the official release?

file name is nosquint-2.1.2.xpi http://forum.moztw.org/viewtopic.php?p=159494#p159494

the files I translate: locale\en-US. content\about.html content\overlay.xul (line #143)

I don't intend to add any new features (including locales) to the 2.1 branch, but I'd be willing to add new locales to 3.0 when the time comes. I haven't pushed the dev branch to GitHub yet but once I do I will follow up here.

It's not necessary of course, but if possible, it would be easiest on me it you could fork nosquint and send me a pull request with the changes needed for the locale.
