CC chasing should optionally be within the same group #3

Right now last CC values are are per channel, which means that CCs will always be chased across articulations between groups. There should be an articulation flag to only chase CCs to other programs in the same group.

TODO: come up with a use case. (I had a use case in mind when I jotted down this limitation but I failed to note the use case and now I forget.)
