Bank list scroll position should follow active articulation #50

If an articulation is selected by some other means (e.g. control surface) but isn't visible, it should scroll into position.

Should this be the default behaviour, or optional? Inclined toward default behaviour.

Made the behaviour hardcoded. If there are issues, it can be an option: Never, When Stopped, Always.
