Add user bank for Spitfire BBC Symphonic Orchestra Discover #94

Spitfire's BBC Symphonic Orchestra Discover uses the same keyswitch scheme as the full orchestra instrument, but assigns them contiguously from C0, so you can't just reuse the full orchestra bank.

This bank file includes only the articulations supported in the stripped down Discover VST. It doesn't include banks for the patches in Discover that use articulations to store multiple instruments such as the percussion instruments.
