DIFFICULTY CONFIG FILES #107

Further description of the feature you'd like to see:

We need to be able to load custom configs for each difficulty, just like we can 
for each map.

This will allow brutal mode to be optimized ETC.

In the process we could include locking of difficulties via a command in a 
difficulties custom config. For example, if you wanted to allow only Hard 
through Brutal modes. It would load the Hard mode config file when Normal mode 
is selected.

Something like this was created by XEHONK as a sourcemod plugin. It does not 
work properly with the current sourcemod version, and can cause some character 
selection issues. Thus rendering his plugin unusable.
