Further description of the enhancement:

Move hordemode sourcemod plugin into the server dll.

Is this enhancement being created to fix another bug?:

Yes.

If so, what bug?:

Hordemode plugin can sometimes glitch, and I have a feeling it may be causing 
some of the lag issues.
