asw_custom_skill_points

Give the host the ability to set min/max usable skill points on a mission. 
Right now, with asw_custom_skill_points 1, no skill points are given until 
missions are completed. Host will remind users via "advertisements.smx" to pick 
their skill points in the lobby before mission start.
