Create Brutal versions of these commands

asw_alien_speed_scale_insane
asw_marine_burn_time_insane
asw_marine_speed_scale_insane

Is request to fix another bug?:

Yes, these changes were forgotten or un-utilized when the brutal difficulty was 
created.
