persistentMessagesComponent deletes plan messages #31

Partly done, via the solution to #33. However, I all messages currently have a TTL of 0 or NaN. I should determine which should have a non-0 one.

Planned actions and such should have eternal TTL; the DM will delete them if need be. Everything generated by the BG should have a TTL of 1 (survives one round, to get it to the PSBC/SJS). Physical perceptions should have a TTL of 1. The BG will recreate those two if necessary.
