[x] A plan should be able to limit the number of tasks that can be run at a time.
[x] The executor will have to understand this difference as one tasks finishes it should start a new task.

This will require some testing. Supporting it in Serial seems weird, but the fact that there are nesting steps of Parallel and Serial.
