Plugin should negotiate CoreGraphics+Cocoa on the Mac #88

Currently the plugin uses the default drawing and event models (QuickDraw + 
Carbon) on the Mac. It is very likely that support for these models will be 
removed from Chrome in the future, as they are have been deprecated for quite a 
while.

Once that happens, plugins that don't negotiate newer models in NPP_New will be 
immediately destroyed, so it's important to negotiate new models even if you 
don't do any drawing or event handling. There's no down side to adding the 
negotiation code now, and it would future-proof the plugin.
