Feature request: Add "And" flow cards for Energy socket or Phase meter

So there's a card currently where you can check "Check if the power has dropped below an {X} set value". This is great, however, I'd like to have an additional check after a few minutes if the power is still low via an "AND" card.

Consider this use case (where the note is the "AND" card, in dutch "En...")

I am disabling my 3D printer once the power usage drops below 15W, however, I'd love to have another check after those 5 minutes to check whether the power is still lower than {X} to make sure, the printer is stopped and idling.

This goes for the energy socket, but also the phase meters.
