Update Jeff Terrace's PhD Thesis link #46

The old one is a redirect to http://jeffterrace.com/ where no PhD thesis is to be found.

That link doesn't contain the rest of the sphinxtr output formats, though. The new link is here: http://jeffterrace.com/thesis/

Updated, not sure why CI fails.

I think CI is just broken.

SmartyPantsHTMLTranslator was removed from sphinx 1.6.x, then it fails... Sphinx now uses SmartyPants from docutils only.
