Reduce default template-timeout #131

This increases pool profit as more transactions are added into the block

No code changes needed. This is a user configuration option (they can set to any value they like).

Side note: The profit difference between 2 minutes and 20s templates is negligible, but the load difference is significant. Hence this is a user configuration option so they can decide what they favor.
