[x] reduce asdf action version specificity
[x] lint using asdf installed tools

Renaming the workflow worked. I wonder if this is an issue with GitHub Actions cancelling or stopping executions of scheduled workflows? The last execution of the Lint workflow was a success, so this seems odd behaviour.

The workflow lint.yaml had been disabled by GitHub and as such was no longer running. There was a button in the UI to re-enable in the workflow in the Actions tab
