Adding development environment for building in Docker Ubuntu #138

This allows people to build for ubuntu (or other debian) without needing to install everything in their main OS.

Thanks @babyhuey can you please have a look at https://github.com/jtheoof/swappy#contributing the commit will not pass the CI.

This is probably a build or chore as far as conventional commits are concerned.

@babyhuey No activity on this (mainly commit guidelines). I will close this unless you update the commit accordingly.
