Add tabbed editing support #1

Add support for tabbed editing to the jedit core.
- Possibly build BufferTab plugin into the core.
- Provide for tabs to hold data other than edit buffer (i.e. diffs)
- Limit number of visible tabs to save space
- Limit length of buffer titles
