Move Program out of the backends #14

As discussed in #12, moving Program out of the backends.

I haven't tested for the cocoa backend, can you have a quick look? I suppose this kind of change should just pass.

I see. I suppose I'll close this then and we'll go back to the whiteboard on #12!
