I separated all pack in cart into a single PR, and fixed the todo with the zip being loaded multiple times. I have confirmed that this feature works on 3ds, Windows, and presumably the Linux builds, but it is currently disabled due to the fact that there is only one cart included, mostly for testing purposes since it is my own game. Once permission is gotten for more carts, they can be added to the carts/ directory, and be included in builds.
