Dependent probes #74

Need a way to determine whether or not dependent probes are registered in the 
manifest.  Should throw an exception if not, so that developers know they have 
to register dependent probe services.  Otherwise, they may miss the small log 
message.

Agreed, took a few hours to figure out that the reason the activity probe was 
not running was due to the accellerometerfeaturesprobe not being registered in 
the manifest.
