make it harder to steal cars while locals are in them #20

Cars should be locked when player approaches occupied local car. Player should have to rob locals of their cars by pointing guns at them. They shouldn't be able to walk up to any occupied local car and pull them out without robbing them first

This could be fixed in future qbcore update
