PHP Packages won't install

Tested on both Windows and MacOS, I can't get any php packages to install. All packages result in the following errors:

E: Unable to locate package php7.0-fpm
E: Couldn't find any package by glob 'php7.0-fpm'
E: Couldn't find any package by regex 'php7.0-fpm'

Changing PHP and NGINX to blitznote/debase:16.04 in the Dockerfile go me much further. Still had some issues with blackfire and curl
