preqc report #60

I think my version of sga-preqc-report.py is distributable now. It defaults to a multiple subplot (6 per page) version, but has a -p flag to output one plot per-page. It also takes one or more -P options so you can request just the plots you want. If you have any requests for different layouts/formats or fixes/tweaks, I'll be happy to handle those.
