When including Eastern Europe, Siberia, and WES I find the following outliers:

Some of the possible ones are:

We decided to delete: ARGENTINIANS JAMAICANS HATIANS TRISTAN: The community to the east of Uruguay, in the Atlantic, is named Tristan, deriving its name from the island Tristan da Cunha. Upon consulting the book, it appears that they are accurately located. However, when examining the history, it does not seem that there is a native population on the island, rather it was occupied by the Portuguese around 1500 (https://en.wikipedia.org/wiki/History_of_Tristan_da_Cunha#:~:text=Tristan%20da%20Cunha%20is%20part,Helena%20and%20the%20Cape%20Colony).
