[Bug] Tooltip spacing incorrect when Hotbar Item Tooltips are disabled #276

The Hotbar Item Tooltips setting changes the spacing of the tooltips to be lower to match Bedrock Edition, however turning this setting off does not revert the spacing to its vanilla counterpart.
