LIM_PITCH_MAX not being used

What steps will reproduce the problem?
1.Set LIM_PITCH_MAX and MIN to different angles.
2.Fly, pitch angle (both positive and negative) will be limited by 
LIM_PITCH_MIN.
3.

What is the expected output? What do you see instead?

a positive pitch angle should be controlled by lim_pitch_max and a negative 
pitch angle by lim_pitch_min

What version of the product are you using? On what operating system?

ArduPlane 2.4 HIL

Please provide any additional information below.

Not sure if its an issue on 2.6, but 2.6 HIL is currently not working.

i tried HIL too
2.6 HIL is not working - no receive xplane 9 input and no set radio output
