Documentation: package installation instructions are missing #6

The section "Installation" is missing.

For now: git clone or pip install git.
TODO: add to pypi?

Also, the "Requirements" section only has instructions for pip install pyomo. Need to add conda install option and also note that pyomo install pyomo.extras is currently broken: https://github.com/Pyomo/pyomo/issues/243

The issue referenced has been resolved, but in testing found a new error with pyomo install-extras: https://github.com/Pyomo/pyomo/issues/1117
