Magnus comment on BWE and FEC #88

Thanks for your comments. Regarding #2, the document currently says the following:

Since use of FEC always causes redundant data to be transmitted, this will lead to less bandwidth available for the primary encoding when in a bandwidth-constrained environment. Do you think this is insufficient?

Yes, I think it should be more explicit that primary + repair need to be within the bandwidth limits set by congestion control, etc.

Also, update the 3GPP reference as follows:

However, I noticed that the 26.114 references references the 13.3 version. I looked at the latest 14.4 which appears to have the content referenced at the stated locations. However, if there has been changes to any related text I haven't compared. Even if we would choose to stay with release 13, then the version may still be changed to 13.5 which is the latest release 13 version.
